Biography of Vasiliy Koshynets
Date of birth: 01.02.1950
Vasiliy Vasilievich Koshynets - head of the State Department of Ukraine for the Enforcement of Sentences (2005-2009).
Place of birth. Education. Born on February 1, 1950, in the village of Rostochky, Dolynsky District, Ivano-Frankivsk Oblast. Graduated from the Ivano-Frankivsk Institute of Oil and Gas in 1974 with a degree in mining engineering and geology.
Career. Served as chairman of the Dolynska District Council (Ivano-Frankivsk region) and chairman of the district state administration.
From 1998 to 2002, he was a deputy of the Verkhovna Rada of Ukraine of the III convocation. At the time of the elections, he was a member of the Congress of Ukrainian Nationalists. He was elected to parliament from local electoral district No. 88.
In the Verkhovna Rada, he was a member of the Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety. During his time in parliament, he changed several factions and deputy groups: from July 21 to December 22, 1998 - 'Independents', from December 22, 1998, to December 14, 1999 - 'Reform-Congress' faction, from December 14, 1999, to April 6, 2001 - 'Revival of Regions' group, and later 'DemAllies'. He completed his work in parliament in the faction of the Ukrainian People's Movement.
Alongside his work in the highest legislative body, Vasiliy Koshynets served as acting deputy chairman of Naftogaz of Ukraine. On June 8, 2001, the Cabinet of Ministers dismissed him from the position of first deputy chairman of the board of Naftogaz.
On March 21, 2005, President of Ukraine Viktor Yushchenko appointed Vasiliy Koshynets as head of the State Department of Ukraine for the Enforcement of Sentences.
On August 12, 2009, he was relieved from duty by an order of the Cabinet of Ministers.
Vasiliy Koshynets declared his intention to bring the work of the penitentiary system in line with European standards. However, throughout his tenure as head of the State Department for the Enforcement of Sentences, there were continuous criticisms from human rights organizations regarding violations of human rights in places of detention. The Ukrainian Helsinki Human Rights Union awarded Vasiliy Koshynets the anti-award 'Chernobryvets of the Year 2007' for absolute inaction in cases of human rights violations. At the same time, his deputy Mykola Iltay won in the nomination 'for illegal violence against convicts.'
