Roman Alexeyevich Kuybida - Deputy Chairman of the Board of the Centre for Political and Legal Reforms, Lecturer at the Department of Administrative Law of the National Taras Shevchenko University of Kyiv. Doctor of Law (2007).
Place of Birth. Education. Studied at the postgraduate program of the Faculty of Law of the National Taras Shevchenko University of Kyiv (2003-2006).
Participated in training on adult education teaching methods in the Netherlands (Institute of Public Administration) and in Ukraine (Academy of Judges of Ukraine).
In February 2007, he defended his doctoral dissertation on the topic 'Organization and Development of the Modern Judicial System of Ukraine' (Field of Study 12.00.10 - Judiciary, Prosecution, and Advocacy).
Career. Has been working at the Centre for Political and Legal Reforms since 1999.
Author and co-author of about 50 scientific and educational books (including monographs, two textbooks, scientific-practical commentaries on the code). Major works: 'Code of Administrative Court Procedure of Ukraine: Scientific-Practical Commentary', 'Fundamentals of Administrative Law and Administrative Court Procedure', 'Judicial Reform in Ukraine: Monograph', 'Appeal and Review of Court Decisions in Ukraine', 'Administrative Justice: European Experiences and Suggestions for Ukraine'.
Member of the Board, Deputy Chairman of the Board of the public expert organization 'Centre for Political and Legal Reforms' (CPPR, Kyiv).
Member of the Scientific Advisory Council at the Supreme Administrative Court of Ukraine, the Public Council of the State Judicial Administration of Ukraine.
Teaches at the Faculty of Law of the National Taras Shevchenko University and at the Academy of Judges of Ukraine.
Was appointed by decree of President Viktor Yanukovych to the working group for judicial reform in Ukraine (head of the group - Minister of Justice Oleksandr Lavrynovych).
Member of the Council for Judicial Reform. Was involved in drafting the new Ukrainian law 'On the Organization of Courts and the Status of Judges' (adopted in 2016), the projects of the Ukrainian Criminal Procedure Code (adopted in 2012), the Ukrainian law 'On Access to Court Decisions' (adopted in 2005), the Administrative Court Procedure Code of Ukraine and the Economic Procedure Code of Ukraine (came into force in 2005).
Was a member of the interdepartmental working group to draft the Ukrainian laws 'On the System of Positions for Preventive Investigations and the Status of Investigators' and 'On the Prosecutor's Office' (2009).
Since 2016, a member of the Public Council for Decency.
