Vasiliy Kuibida

Date of Birth: 08.05.1958
Place of Birth. Education. Born in the city of Inta (Komi ASSR, Russia). In 1980, he graduated from Ivan Franko National University of Lviv (Faculty of Applied Mathematics and Mechanics). In 1994, he completed the Institute of State and Local Government under the Cabinet of Ministers of Ukraine. In 1995, he received his law diploma from Ivan Franko National University in Lviv. In 2000, he graduated from Lviv Polytechnic University with a focus on organizational management.
Career. 1980-1983 - Engineer, senior engineer at the motorcycle design bureau. 1983-1986 - Postgraduate student, junior research fellow at Lviv Polytechnic University.
1987-1990 - Senior engineer at the Ukrzapadhradzhanproekt Institute. 1990-1991 - Chairman of the city committee for public control in Lviv. 1991-1993 - Chairman of the Audit Committee of the Lviv City Council.
1994-1998 - Chairman of the Lviv City Council and Executive Committee.
In 1998, Kuibida was elected as a deputy to the Ukrainian Parliament III. He was also re-elected as the mayor of Lviv, thus declining the deputy mandate.
After completing his second term as mayor from 2002 to 2005, he became a professor at the Department of Constitutional, Administrative, and Financial Law at Lviv University.
Since 2006, he has been a deputy of the Ukrainian Parliament V from our Ukraine (No. 17 on the list). During the elections, he was deputy chairman - head of the apparatus of the Central Committee of NRU.
In 2007, he became an advisor to Ukrainian President Viktor Yushchenko.
In the early parliamentary elections in September 2007, he was elected as a deputy of the Ukrainian Parliament VI from our Ukraine - People's Self-Defense (NUNS).
On December 18, 2007, shortly after the formation of a parliamentary coalition between BYuT and NUNS, he was appointed Minister of Regional Development and Construction of Ukraine in the second cabinet of Yulia Tymoshenko. In March 2010, he lost his position due to the government resignation after Viktor Yanukovych's victory in the presidential elections.
In December 2012, he was elected head of the People's Movement of Ukraine.
In 2014, he ran for the presidency of Ukraine.
On August 31, 2016, Ukrainian President Petro Poroshenko appointed Kuibida as the President of the National Academy of Public Administration under the President of Ukraine.
On April 5, 2019, President Petro Poroshenko dismissed Vasiliy Kuibida from his position as President of the National Academy of Public Administration under the President of Ukraine.
Views and Assessments. In 2006, parallel to the elections to the Verkhovna Rada, he ran for the third time for the position of mayor of Lviv with the support of NRU and our Ukraine. At that time, the media, at the urging of his colleagues, reported that Kuibida was allegedly forced to wear a bulletproof vest for fear of an assassination attempt.
As the head of the Ministry of Regional Development and Construction, he advocated for the establishment of a special construction police to monitor the quality of construction work and combat illegal construction. He strongly opposed the merger of his ministry with the Ministry of Housing and Communal Services, led by Alexey Kucherenko, arguing that a merger would not improve the situation in housing.

Member of the National Commission for UNESCO (1998-2002). Honorary Doctor of Ivan Franko National University of Lviv (2000), honorary doctor of philosophy of the Free University of Ukraine (Munich, 1999), honorary doctor of Lviv Academy of Arts (2002), professor at the Department of International Economic Relations of the Aerospace Academy of Ukraine, honorary professor of the International Personnel Academy (1998), honorary member of the Congress of Local and Regional Authorities of Europe, professor at the School of Socio-Economic Sciences (Warsaw, 2003). Corresponding member of the Academy of Construction of Ukraine (1997). Member of NGPU (1993), NZhU (2002). Vice President of the Association of Cities of Ukraine (1994-2002). Member of the Supervisory Board of the International Renaissance Foundation.
Awards. Doctor of Administrative Sciences, Professor of Administration, Local Self-Government, and Urban Management at NAPA. Honored Lawyer of Ukraine. Awarded the Orders of Prince Yaroslav the Wise of the 5th class, for Merit of I-III classes, Daniil of Galicia.
Family. The politician is married. He has a son (born in 1993) and a daughter (born in 1981).
Hobbies. Philosophy, sports, poetry. Kuibida is the author of several collections of poems ('Contour', 'Message of the Path', 'Vertical Style', 'Valley of Reflections', 'Space of Transformations'). He says he picks up the pen to find balance between his inner and outer world.
