Place of Birth. Education. Born in Kyiv. Graduated with honors from the Kyiv Institute of National Economy in 1973 (Faculty of 'Economic Planning', Qualification 'Industrial Economic Expert'). Doctor of Economic Sciences (1994).

Career. 1973-1986 - Chief Engineer, Head of the Laboratory of PO 'Kristall' named after the Lenin Komsomol.

1986-1991 - Senior Researcher, Head of the Department of the Institute of Economics of the Academy of Sciences of the USSR.

1991-1992 - Minister of Ukraine, Minister of Economy, Deputy Prime Minister of Ukraine.

1992-1994 - Chairman of the Board of the Center for Market Reforms.

Since 1993 - Academician of the Academy of Original Ideas, Academician of the Academy of Economic Sciences of Ukraine.

1994-1998 - Deputy of the Verkhovna Rada of Ukraine of the II convocation.

1994-1998 - Chairman of the all-Ukrainian Association of Private Owners and Entrepreneurs.

1998-2000 - President of the Center for Market Reforms.

Since May 2008 - Deputy of the Kyiv City Council from the block Nikolai Katerinchuk. Member of the Committee on Industrial Policy, Innovation Policy, and Regulatory Policy.

From June 5, 2012, to November 2014 - Deputy of the Verkhovna Rada of Ukraine, elected from the list of the Our Ukraine - People's Defense block due to the premature termination of the mandate of the deceased Deputy of the NU-NS faction Volodymyr Polyatsenko. Due to his election as Deputy, his parliamentary mandates in the Kyiv City Council were prematurely terminated.

In the early parliamentary elections of 2019, he was nominated as one of the five candidates for the position of Deputy from the party of New Forces.

Author of over 200 scientific papers.
