Place of Birth. Education. Born in the village of Novomikhailovskiy in the Tuapse District of Krasnodar Krai (Russia). In 1984, he graduated from the Yaroslavl Military Finance Academy (specialization - Financial Expert Economist, qualification - Financial Expert).

Career. From 1979 to 1980, he worked as a mechanic in the auto fleet of the Pioneer camp 'Orlyonok'.

From 1984 to 1992, he served in the Chernivtsi military garrison - in the positions of head of the financial service of the battalion, regiment, deputy head of the financial service of the division - inspector auditor.
