Place of Birth. Education. He was born in Nelypovka, Kelmenetsky District, Chernivtsi Oblast. In 1978 he graduated from PTU-3 Chernivtsi. In 1985 he graduated from Ternopil Finance and Economics Institute (Qualification - Economist).

Career. After graduating from PTU, he worked as a locksmith at the sugar factory in Kelmenetsk.

1978-1980 - Service in the Armed Forces.

1985-1987 - Economist of the Chernivtsi City Finance Branch.

1987-1990 - Senior Economist, Senior Audit Inspector, Specialist I Category of the Oblast Ministry of Finance in Chernivtsi.

1990-1993 - Senior State Tax Inspector, Chief State Tax Inspector - Head of Sector, Head of Department, Deputy Head of Department of the State Tax Inspection in Chernivtsi Oblast.

1993-1996 - Deputy Head of Inspection, Head of Audit Department, First Deputy Head of the State Tax Inspection in Chernivtsi Oblast.

1996-1998 - First Deputy Chairman of the State Tax Administration in Chernivtsi Oblast.

1998-2003 - Head of the Main Department for the Taxation of Individuals of the State Tax Administration of Ukraine.

2003-2003 - Director of the Department for the Taxation of Individuals of the State Tax Administration of Ukraine.

Since 2003 - Deputy Chairman of the State Tax Administration of Ukraine.

From December 2010 to February 2011 - Deputy Chairman of the State Tax Service of Ukraine (Vitaliy Zakharchenko).

Since March 2012 - Deputy Minister of Internal Affairs of Ukraine (Vitaliy Zakharchenko).

On March 5, 2014, the Cabinet of Ministers accepted his resignation as Deputy Minister of Internal Affairs.

Criminal Case. Former Deputy Minister of Internal Affairs Lekar is accused of being involved in the delivery of special means from Russia, in particular light signal and gas grenades, used to suppress EuroMaidan activists in Kyiv from February 18 to 20, 2014.
