Place of Birth. Education. Born in Kyiv. In 1999, she graduated from Taras Shevchenko National University of Kyiv (Faculty of Law). In 2000 - Faculty of Economics at the University of Manitoba (Canada).

Career. 2000-2001 - Project work as an analyst at Credit Suisse First Boston Ukraine (Kyiv).

2001-2002 - Financial analyst at PJSC Commercial Bank NRB-Ukraine (Kyiv).

Member of the Verkhovna Rada Committee on European Integration. Member of the Permanent Delegation to PACE.

After the violent clearing of Euromaidan on November 30, 2013, Levochkina left the Party of Regions faction on December 1, 2013, and submitted a letter of resignation from the Party of Regions faction in the Verkhovna Rada on April 8, 2014.

On January 16, 2014, she voted for the 'dictatorial laws' - a package of undemocratic laws that severely restricted citizens' rights and freedom of expression.

At the end of September 2014, she ranked 16th on the list of candidates for the Ukrainian Parliament deputies for the early parliamentary elections of the Opposition Block party. Only party members or non-partisan candidates approved by the party can be nominated. In fact, the Opposition Block is the Party of Regions, cleansed of the most discredited figures in public politics.

In the 2014 elections, she was elected as a Member of the Parliament of Ukraine of the VIII convocation from the Opposition Block. Member of the Foreign Affairs Committee of the Verkhovna Rada of Ukraine, deputy chairman of the Permanent Delegation to PACE.

In January 2015, she became the deputy head of the Ukrainian delegation to PACE, elected by the deputy of the Petro Poroshenko Bloc, Vladimir Aryev, as chairman.

On September 28, 2015, the Bureau of the Parliamentary Assembly of the Council of Europe elected Ukrainian MP from the Opposition Block, Yulia Levochkina, as a member of the PACE Monitoring Committee.

On January 25, 2016, Julia Levochkina, a member of the Opposition Block's PACE delegation, was elected as a member of the Bureau of the group, to head the socialist groups of PACE.

In the parliamentary elections of 2019, she was elected as a member of the Verkhovna Rada of the IX convocation of the Opposition Platform - For Life, ranked No. 21 on the list.

From April 21, 2022, she was part of the parliamentary group Platform for Life and Peace (PZJH), consisting of former members of the OPP.

On November 30, 2022, she submitted her resignation as a MP. On December 1, the parliament supported the termination of her powers.

Family. Married. First husband - Arseniy Novikov, has a son and a daughter from the first marriage. The second husband - Andrey Vingranovsky. The couple has three children: daughter (born in 2014), on April 7, 2016, she gave birth to twin sons.

Levochkina's brother - Sergey Levochkin, former head of the administration of Ukrainian President Viktor Yanukovych, the First Assistant of the second President Leonid Kuchma, head of the Prime Minister Yanukovych's office, Member of the Verkhovna Rada of the VIII convocation (Opposition Block).

Father - Vladimir Levochkin - lieutenant general of police, headed the main department for the execution of punishments during the first Prime Minister Yanukovych (died in December 2005). Reportedly, Levochkin senior was one of the few who knew all the details of Yanukovych's criminal record.
