Place of Birth. Education. Born in the village of Berdichi in the Yasinovataya district of Donetsk Oblast. In 1966, he graduated from the Donetsk Construction Technical School. In 1979, he graduated from the Machevsky Institute of Civil Engineering (with a specialization in 'Industrial and Civil Engineering'). In 1999, he graduated from the Donetsk State Academy of Management (with a specialization in 'Organizational Management'). Doctor of Economic Sciences.
Career. Since 1966, he worked as a reinforcement builder at the Donetsk Construction Combine. From 1967 to 1969 - military service.
From 1969 to 1992, he held leading positions in construction organizations in Donetsk. He rose from foreman at the Stroydetal factory to the deputy chairman of the territorial association Donetskzhilstroy.
From 1969 to 1992, he held leadership positions in construction organizations in Donetsk.
From 1992 to 1994, he worked in the Donetsk City Council as the deputy and first deputy chairman of the city council.
From 1994 to 1995 - deputy, first deputy chairman of the Donetsk regional council.

From 1996 to 1998, he worked in senior positions at the Donetsk regional construction office, the regional association of state construction companies for the construction, repair, and operation of roads.

Since 2002 - mayor of Donetsk. Chairman of the Donetsk City Council (elected in 2002, 2006, and 2010).
After the occupation of Donetsk by terrorists and the self-proclamation of the 'Donetsk People's Republic', he moved to Kyiv in July 2014. He justified his move with threats from DNR fighters against him.
Criminal proceedings. On July 16, 2015, a criminal case was initiated against Lukyanchenko on suspicion of involvement in the terrorist organization DNR, supporting its activities and outbreaks of separatism.
Social engagement. Since 1999, he has been leading the association of miners' cities of Donbass. He was a member of the Party of Regions.
Awards. Awarded the medals 'For Outstanding Work' and 'For Labor and Victory', the Order of 'For Services' of the III degree, the honorary badges 'Mining Glory' II and III degrees. Honored Builder of Ukraine.
