Date of birth: 21.02.1964

Place of birth. Education. Resident of Konstantinovka, Donetsk region. In 1986, he graduated from the Odessa Institute of Marine Engineering (specialization - maritime transport management, qualification - engineer). Since 2003, he has been studying at the National Academy of Internal Affairs of Ukraine.

Career. From 1986 to 1989, Lukjanow worked as a stevedore (organizer for the loading and unloading of cargo) at the seaport. From 1990 to 1992, he was the commercial director of the company Noosfera. In 1994-1995, he was the head of the investment department of the JSC Keramet. From 1995 to 2006, he was the president of LLC Finfort (presumably referring to the investment group Finfort from Donetsk). He served as a deputy in the Donetsk Regional Council for two terms (1998 and 2002).

In the 2006 elections, he was elected to the Verkhovna Rada of Ukraine on the list of the Party of Regions (No. 133). Member of the Party of Regions. In Parliament, he was appointed vice-chairman of the Committee on State Building, Regional Policy, and Local Self-Government.

In the early parliamentary elections of 2007, he was elected as a deputy of the same Party of Regions (No. 155 on the list).

From December 2012 to November 2014, he was a member of the Ukraine VII Parliament, running as a candidate of the Party of Regions in constituency No. 54 of the Donetsk region. First deputy chairman of the Committee of the VR for Entrepreneurship, Regulation, and Competition Policy.

On January 16, 2014, he voted for the 'dictatorship laws' - a package of anti-democratic laws that significantly limited citizens' rights and freedom of expression.

In the local elections on October 25, 2020, he was elected as a deputy to the Bakhmut City Council in the Donetsk region from the OPZZH.

Scandals. The deputy is among the politicians who became known through a chance opportunity or conscious involvement in a scandalous story.

On December 11, 2007, a lion's share of the Ukrainian media was dedicated to events in the Verkhovna Rada related to the voting of deputies on the candidacy of Yulia Tymoshenko for Prime Minister. One of the heroes of publications and videos was indeed Lukjanow, who stood up and took the personal electronic voting card for the speaker of Parliament, Arseniy Yatsenyuk.

The representative of the 'Regions' explained that his actions were driven by the desire to prevent further violations of the Verkhovna Rada's rules by the parliamentary president. In his opinion, Yatsenyuk violated the rules by again putting Tymoshenko's candidacy to a vote without the consent of the chamber after the first failed attempt.

The goal - to sabotage the vote - was achieved. When asked by a journalist from the publication 'SEЙЧАС' if the deputy believed that his move could affect the relations between the Party of Regions and President Viktor Yushchenko, Lukjanow replied: 'I think deep down Yushchenko was satisfied with what happened.'

Deputies of the Batkivshchyna Party and the Our Ukraine - National Self-Defense Bloc allegedly condemned the action of the regional colleague, with some even assessing it as a resumption of sharp conflict between the 'Orange' and 'Blue-Yellow' groups. Yatsenyuk is reported to have sent a statement to the Attorney General on the same day to initiate criminal proceedings against the deputy.

Later, the offended speaker of the VR commented to the newspaper КоммерсантЪ-Украина with confidence that both Yatsenyuk and his colleagues from the democratic coalition would reject the idea of addressing the Attorney General. 'Let them try. I want to see who among them will become a snitch and write something about his colleague,' he stated his position.

Family. Lukjanow is divorced. His ex-wife Natalia (born 1976) is a housewife. He has two children - son Artem (born 1995) and daughter Daria (born 1996).

Hobbies. Lukjanow's hobbies include Japanese culture, ties, books, and tea.
