Biography of Valeriya Lutkovskaya
Date of Birth: 20.01.1972
Valeriya Vladimirovna Lutkovskaya - Ombudsman of Ukraine (2012-2018), Government Representative to the European Court of Human Rights (2011-2012). Honored Lawyer of Ukraine (2009).
Place of Birth. Education. Born in Kyiv. In 1993, she graduated from Taras Shevchenko National University of Kyiv (Philologist, Lecturer in Russian Language and Literature). In 1999, she graduated from the National Academy of Internal Affairs of Ukraine (Law, Lawyer).
Career. From August 1994 to August 1995, she was a teacher of German, Russian, and Foreign Literature at Secondary School No. 149 in Kyiv.
From August 1995 to October 1996, she was a senior consultant, Category I consultant at the International Legal Cooperation Department of the Ministry of Justice of Ukraine.
From October 1996 to October 1997, she was the Deputy Head of the International Relations Department at the Ministry of Family and Youth of Ukraine.
From October 1997 to September 2003, she was the Deputy Head of the International Legal Assistance and Cooperation Department of the International Legal Affairs Department, Deputy Director of the International Cooperation and Legal Assistance Department, First Deputy Director of the International Law Department, Deputy Director, Director of the National Office for the Implementation of the Convention for the Protection of Human Rights and Fundamental Freedoms, Commissioner for Compliance with the Convention for the Protection of Human Rights and Fundamental Freedoms of the Ministry of Justice of Ukraine.
From September 2003 to December 2005, she was the Deputy Minister of Justice of Ukraine, Commissioner for Compliance with the Convention for the Protection of Human Rights and Fundamental Freedoms of the Ministry of Justice of Ukraine.
From December 2005 to November 2006, she was the Deputy Director for Court Protection Issues of the Law Firm Lavrynovych and Partners.
From November 2006 to January 2011, she was the Deputy Minister of Justice of Ukraine.
From January 2011 to April 2012, she was the Government Representative to the European Court of Human Rights.
On April 24, 2012, she was elected by the People's Deputies as the Commissioner of the Verkhovna Rada of Ukraine for Human Rights and took office on April 27, 2012.
On April 28, 2017, Valeriya Lutkovskaya's 5-year term as the Commissioner of the Verkhovna Rada for Human Rights ended.
On June 3, 2019, it was announced that Valeriya Lutkovskaya would be the representative of Ukraine in the humanitarian subgroup of the trilateral contact group in Minsk.
On February 11, 2020, President Volodymyr Zelensky replaced Valeriya Lutkovskaya in the trilateral contact group for Ukraine with Major General of the SBU Hennadiy Kuznetsov.
