Biography of Maxim Viktorovich Mykitas

Maxim Viktorovich Mykitas - People's Deputy of Ukraine of the VIII Parliament, Head of the 'Ukrbud' Corporation (2010-2016), Deputy of the Kyiv City Council of the VII Parliament (2014-2015), Vice President of the Academy of Construction of Ukraine, Doctor of Economics.

Place of Birth. Education. He was born in Prypyat, Chernobyl District, Kyiv Oblast. In 2002, he graduated from Kyiv National Economic University with honors in 'Finance and Credit' and received a Master's degree in Financial Management.

In 2003, he was certified as a project management specialist of category 'D' (Ukrainian Project Management Association UKRNET).

In 2013, he earned the scientific degree of Doctor of Economics in the field of 'Economics and Management of Enterprises (Economics of Construction)' from the National University of Architecture and Construction in Kyiv.

In 2014, he graduated from the National Academy of Public Administration under the President of Ukraine with honors (Master of Public Management).

Career. He began his professional career in 2002 as an economist in the finance department of the project management 'Armyansk' and the project management 'Titan and Kaborga' at GPAT 'Southplavteploremeschstroi'.

From 2004 to 2007, he held the position of Deputy Chairman for Economics and Finance and Chairman of the Board at GPAT 'SMU Kyiv TETS-6'.

From 2007 to 2010, he was General Director and Director of construction companies - LLC 'SK Ukrestroymontazh' and CJSC 'Kievsotsbud'.

From June 2010 to August 2016, he was President of the Ukrainian State Construction Company 'Ukrbud'.

Political Career. From June 2014 to October 2015, he was a Deputy of the Kyiv City Council from the UDAR party. From August 2016 to August 2019, he was a People's Deputy of the Ukrainian Parliament of the VIII Parliament.

Criminal Proceedings. On October 2, 2019, the NABU informed Mykitas of the suspicion of embezzling 81.64 million hryvnias of state funds in housing swap deals for relatives of the National Guard.

On October 10, Maxim Mykitas was fitted with an electronic ankle bracelet and was released on bail of 5.5 million hryvnias. Later, the bail was increased to 80 million hryvnias and then to 100 million hryvnias. Mykitas did not pay the last bail, but the court refused to take him into custody.

On January 20, 2020, Mykitas was detained at the airport while attempting to leave Ukraine.

On May 28, 2020, Maxim Mykitas was remanded in custody by the court. On September 3, the court extended the detention for another month until October 3. On October 28, 2020, the Appeals Chamber of the VAKS extended the security measure in the form of remand until November 30, 2020, and set the bail for Mykitas at 80.5 million hryvnias. In December 2020, Maxim Mykitas voluntarily paid 50 million hryvnias out of the total damage of 81.64 million hryvnias into the state budget and was released from remand.

On December 28, 2020, the police brought a new charge against Maxim Mykitas in a case unrelated to corruption. On December 31, the Shevchenkivskyi District Court in Kyiv chose Mykitas as a security measure for two months in the form of unconditional detention due to suspicion of attempted kidnapping of a lawyer in the capital.

On March 13, 2021, Maxim Mykitas was released from detention.

On October 18, 2022, NABU charged Maxim Mykitas with suspicion of bribing the mayor of Dnipro, Boris Filatov, in the amount of 22 million euros. According to the investigation, he attempted to bribe Filatov to conclude a contract for the construction of the subway in Dnipro without competition with controlled companies. On October 20, the Supreme Anti-Corruption Court ordered that Mykitas remain in custody but could be released on bail of 260 million hryvnias.

On October 25, 2023, Maxim Mykitas was again accused by the National Anti-Corruption Bureau. He is suspected of embezzling 307 million hryvnias allocated in 2018 for the construction of secure arsenals, as reported by NABU on its website.
