Place of Birth. Education. Born in the village of Lysina-Korpus in the Tosno district of Leningrad Oblast. Lawyer, Master of Public Administration. Graduate of the Academy of Labor and Social Relations, National Academy of Public Administration under the President of Ukraine.
Author of the monograph 'Organizational and Legal Foundations of the Preparation and Adoption of State-Political Decisions' and numerous scientific articles.
Career. From 1992 to 1998, he held leadership positions in companies.
1998-1999 - Advisor of the Department of Economic Policy of the Ukrainian Association of Industrialists and Entrepreneurs.
Since 1998 - President of the All-Ukrainian Public Association 'New Generation'.
Since 1999 - Member of the Public Council of the State Committee for Regulatory Policy and Entrepreneurship, President of the 'New Generation of Ukraine' party.

Since 2006 Member of the Ukrainian Parliament of the V-VI. Session of the Party of Regions. In the Parliament of the VI. Session, he was the Chairman of the Subcommittee on Organization and Activities of Justice Bodies, Notaries, Bar Associations, and Legal Aid for Citizens in the Committee on Rule of Law Policy. Member of the special control commission of the Parliament for privatization issues.
Since March 2010 he has been Representative of the President of Ukraine Viktor Yanukovich in Parliament.
From December 2012 to November 2014 Member of the Ukrainian Parliament of the VII. Session of the Party of Regions (No. 39 on the list). Deputy Chairman of the Foreign Affairs Committee of the Parliament.
On January 16, 2014, he voted for the 'Dictatorship Laws' - a package of undemocratic laws that significantly restricted citizens' rights and freedom of speech.
On February 24, 2014, he was dismissed from his position as representative of the President of Ukraine Viktor Yanukovich in Parliament by order of acting President Alexander Turchinov.
In February 2014, he was included in the list of officials by the Civil Commission for the Investigation and Prevention of Human Rights Violations in Ukraine who were involved in repression against the Ukrainian people.
On April 8, 2014, he left the Party of Regions faction. On June 21, he became Chairman of the National Committee of the Party for the Development of Ukraine, which was created on June 11 by the renaming of the Progressive Democratic Party. His political force is associated with the former head of the Presidential Administration Sergey Levochkin.
Member of the Ukrainian Parliament of the VIII. Session since November 27, 2014. Elected by the Opposition Bloc party from the party list (No. 20). Chairman of the Subcommittee on the Work of the State Penitentiary Service of the Parliament Committee of Ukraine for the Legislative Support of Law Enforcement.
He participated in the early parliamentary elections of 2019 from the Opposition Bloc Platform - for Life, but his place on the list (No. 41) turned out to be impermeable.
On October 4, 2019, he was appointed to the Central Election Commission.
Family. The politician is married, his wife Sofia is a journalist. Miroshnichenko has three children - daughters Vita and Solomiya and son Maxim.
