Place of birth. Education. Born in Armavir (Krasnodar region, Russia). Graduated from the Stavropol Polytechnic Institute in 1988 with a degree in Technology Engineering.
Career. Since 1997, Oleg Mkrtschan has been working at the Industrial Union Donbass (one of the largest metallurgical companies in Ukraine) as head of the metallurgy department. Later, he held the position of the first deputy general director.
Since 2002, he has been the general director of the Industrial Union Donbass (the chairman of the board is Sergei Taruta). Oleg Mkrtschan manages the company operationally and coordinates the management structure of the companies that belong to the ISD group.

Wealth. According to Focus magazine's assessment in April 2010, his net worth is $507.6 million (ranked 20th in the list of '200 richest people in Ukraine'). His partner Sergei Taruta ranks 19th with $532.2 million.
After the sale of the controlling stake to a Russian investor, the partners own 49.9% of the shares of the ISD group.
In 2012, he ranked 14th in the Focus magazine's list of '200 richest people in Ukraine' with an estimated net worth of $1.250 billion.
Criminal case. On February 8, 2018, Oleg Mkrtschan was arrested by the Basman court in Moscow. The investigations and the court found that Oleg Mkrtschan stole more than 1 billion rubles, which were provided by Vnesheconombank for the development of the group.On August 16, 2019 Oleg Mkrtschan was found guilty of embezzling more than 1 billion rubles from the Russian state corporation VEB RF. The Moscow City Arbitration Court sentenced Mkrtschan to nine years in a general regime and a fine of 900,000 rubles. The court also ordered the businessman to pay 199 billion rubles to the non-governmental organization Fond promyshlennykh aktivov (the injured party in the case).
