Biography

Date of Birth: 06.04.1955

Place of Birth. Education. Born in the city of Petropavlovsk-Kamchatsky in the Russian Federation into a military family. In 1977, he graduated from the State Slavonic Pedagogical Institute with a focus on 'Physics Teacher'. In 1993 - National Academy of Internal Affairs.

Career. 1977-1979 - worked as a teacher in Crimea.

1979-1981 - Military service.

1981-1982 - Physics teacher at Secondary School No. 18 in the city of Slavyansk.

Since 1982 - in the Internal Affairs bodies of the Department of Internal Affairs in the Donetsk region of Ukraine: inspection inspector for minors in the inspection area of the Slavyansk district, operational investigator, head of the department for district inspectors of the militia, head of law enforcement, deputy head for operational work.

Since 1992 - chief investigator for particularly important cases in the Department of Internal Security of the Ministry of Internal Affairs of the Donetsk region.

1995-2000 - head of the city administration for internal affairs of Artemivsk.

2000-2005 - head of the city administration office of the Ministry of Internal Affairs of Ukraine in the Donetsk region.

In 2007, he was appointed as the head of the Ministry of Internal Affairs of the Autonomous Republic of Crimea and later appointed as the deputy minister - head of the militia headquarters of Crimea.

From December 2007, he has been in service of the Ministry of Internal Affairs.

Since March 2010 - Minister of Internal Affairs.

On November 8, 2011, he was appointed by the Supreme Council of the Autonomous Republic of Crimea as the Chairman of the Council of Ministers of Crimea (at the suggestion of the President of Ukraine Viktor Yanukovych).

On February 27, 2014, he was dismissed from his position as Chairman of the Council of Ministers of Crimea.

Awards. Honored with the MVD Order 'Cross of Glory', the silver George medal, the 'Miner's Honor Badge' in three classes, and the 'Merit Badge of the city of Makeevka'.
