Date of Birth: 17.08.1949

Place of Birth. Education. Born in Liepaja (Latvia). In 1973, he graduated from the Kyiv Polytechnic Institute (Electrical Systems and Networks, Electrical Engineer).

Career. 1966-1967 - Metalworker apprentice, metalworker at the Kyiv Radio Factory.

1973-1975 - Service in the Armed Forces.

1975-1983 - Master, Electrical Engineer, Personnel Manager, Office Manager of Office No. 9 of the Kyiv Radio Measurement Plant.

1983-1991 - Deputy Department Head, Head of Department, Head of the Radio Measurement Plant Department.

From March 1991 to June 1992 - Deputy Director - Head of the Social and Budget Department of the Radio Measurement Plant.

From June 1992 to 1995 - Head of Microelectronics Production of the Mikron Production Association of the Radio Measurement Plant.

From November 1995 to December 1996 - Deputy General Director of LLC Bikom (Kyiv).

From December 1996 to October 2001 - Deputy Department Head, Head of Main Line Monitoring, Head of the Area Monitoring Department of the Main Inspection for Urban Renewal of the City of Kyiv of the Kyiv City Government.

From October 2001 to February 2002 - Deputy Chairman of the Holosiivskyi District Administration in Kyiv.

From February 2002 to November 2010 - First Deputy Chairman of the Holosiivskyi District Administration.

On November 24, 2010, he was appointed Chairman of the Holosiivskyi District Administration by order of Ukrainian President Viktor Yanukovych.

On February 4, 2013, he was dismissed from his position by an order of President Yanukovych. The Mayor of Kyiv, Alexander Popov, submitted the dismissal of the heads of Holosiivskyi, Svyatoshynskyi, and Podilskyi District Administrations due to insufficient organization of snow removal works in their assigned areas.

Political Activities. Since 2008, he has been a member of the Kyiv City Council of the VI convocation. He was elected on the list of the Tulia Tymoshenko Bloc and has been a member of the Fatherland Party (led by Yulia Tymoshenko) since 2005. In 2010, he, along with a group of deputies, founded the Kyiv for the Future faction, which was later renamed Urban Reforms.

Awards. Honored Worker of Industry of Ukraine (2004).

Family. Married. He has a son (2004).
