Place of Birth. Education. Born in the village of Busiwka in the Shaschkiw district of Cherkasy region. In 1981, he graduated from the Kharkiv Law Institute (specialization - Law, qualification - Lawyer). Candidate of historical sciences.
Career. 1974-1975 - Machinist of the Busiwka branch of the Agricultural Technology Center.

Together with Vadim Kolesnichenko, he was co-author of the 'Dictator Laws' adopted on January 16, 2014 - a package of anti-monopoly laws that significantly restricted the rights of citizens and freedom of speech.
After Euromaidan. On January 24, 2014, during the protests in Ukraine against the foreign and domestic policies of the Party of Regions, it became known that Wladimir Olejnik was banned from entering the United States of America. This move was a reaction of the USA to the use of violence against protesters by the then government.
In August 2015, he, along with other former officials from the time of Yanukovych's presidency, founded the 'Committee for the Rescue of Ukraine' in Moscow, which acted from the perspective of Russian propaganda.
On August 20, 2015, the Ukrainian Ministry of Foreign Affairs annulled Wladimir Olejnik's diplomatic passport. According to the ministry's statement, he lost his passport because he '…lost the grounds for using the diplomatic passport and did not return the document prescribed by law to the ministry in time.'
