Date of Birth: 10.07.1957
Place of Birth. Education. Born in the village of Nowaja Warwarowka in the Anuchinsky district of Primorsky Krai (Russia). In 1984, he graduated from the Dnipropetrovsk Institute of Mining and Engineering.
Career. 1974-1977 - Apprentice mechanic, automotive mechanic at the Rotschowahrad combine in Ukraine, miner at mine No. 9 Welikomostiwskaja in the city of Sosnowka, military service.
1977-1978 - underground miner at mine No. 9 Welikomostiwskaja (Sosnowka).
1983-1984 - underground miner, engineer at mine No. 9 Welikomostiwskaja (Sosnowka).
1984-1985 - senior engineer at mine No. 10 Welikomostiwskaja (Rotschowahrad, Lviv Oblast).
1985-1988 - instructor of the Rotschowahrad regional committee of the Party of Ukraine.
1988-1990 - deputy head of the department of the West Ukrainian Mining Combine (Sokal), head of the mine named after the 50th anniversary of the USSR (Rotschowahrad).
1990-1992 - deputy chairman of the executive committee of the Rotschowahrad City Council.
1992-1997 - commercial director of LLC Express LTD (Rotschowahrad).
1997-1999 - general director of LLC Westernprominvest (Rotschowahrad).
1999-2002 - mayor of Rotschowahrad.
2002-2005 - deputy of the IVth Parliament of Ukraine, member of the People's Movement of Ukraine and the parliamentary faction Our Ukraine.
From August 2005 to February 2008 - head of the Lviv Regional State Administration.
Since February 2008 - advisor to Ukrainian President Viktor Yushchenko. Oliynyk was replaced as governor of Lviv by Nikolay Kmit, president of the IDS Group.
From December 2008 to January 2009 - deputy head of the Secretariat of the President of Ukraine - representative of the President in the Verkhovna Rada.
He was a member of the Our Ukraine party and was part of the Presidium.
Views and Ratings. Oliynyk left the governor's position in an unusual manner for Ukrainian politicians - by submitting his resignation voluntarily. 'Unfortunately, local politicians do not use such a tool as resignation. I am convinced that this is the only right tool. No one has pressured me, my decision was made consciously because I believe: new times require new people,' he commented on his move.
According to one version, Oliynyk left the post of head of the regional administration due to disagreements with the head of the president's secretariat, Viktor Baloga, over regional development. The 'defector' himself denied this.
Other versions include the deteriorating health of the governor and the low ratings of the pro-presidential bloc Our Ukraine - National Self-Defense in the Lviv region.
Awards. Received the Order of Merit of the 3rd class (2007), the Polish Order of the Cross of the Knight for services to the Republic.
Death.DiedFebruary 102011 in Austria, where he was treated for a serious illness.
