Biography of Dmitri Parfenenko

Date of Birth: 22.05.1964

Place of Birth. Education. Dmitri Parfenenko was born on May 22, 1964, in Kyiv. He graduated from the Taras Shevchenko National University of Kyiv with a degree in Mechanics and Mathematics. Doctor of Physical and Mathematical Sciences, Lecturer.

Career. In the State Property Fund of Ukraine, Dmitri Parfenenko held the positions of Department Director, Assistant Chairman, and Deputy Chairman of the State Property Fund.

In recent years, he was the Deputy Chairman of the State Property Fund of Ukraine under Valentina Semenyuk. He led the work of several departments of the Fund: management of state property and leasing relations, asset valuation and appraisals, operational planning, property reform, technology transfer issues, innovative actions, and intellectual property.

In 2005, he chaired the Competition Commission for the sale of 93.02% of the shares of the OJSC Kryvyi Rih Metallurgical Plant.

On December 27, 2008, after the resignation of Valentina Semenyuk, Dmitri Parfenenko was appointed acting chairman of the State Property Fund of Ukraine by the Cabinet of Ministers of Ukraine, signed by Prime Minister Yulia Tymoshenko. However, President Viktor Yushchenko revoked this government decision on January 2, 2009, declaring it unconstitutional.

On January 28, 2009, the Tymoshenko government again transferred the duties of the chairman of the State Property Fund to Dmitri Parfenenko 'to ensure the control of the Fund's activities, its regional departments and representations, to exercise the powers conferred upon him, and until the corresponding decision is adopted by the Ukrainian Parliament (on the appointment of the chairman, editor's note).'

Since June 6, 2014 - First Deputy Chairman of the State Property Fund of Ukraine.

From June 20, 2014, to May 25, 2015, Dmitri Parfenenko performed the duties of the chairman of the State Property Fund of Ukraine (Order of the Cabinet of Ministers of Ukraine No. 569-р). On June 19, 2014, the Ukrainian Parliament relieved Oleksandr Riabchenko from his position as chairman of the State Property Fund of Ukraine. 320 deputies voted in favor of this decision.

On April 13, 2017, the Ukrainian Parliament adopted a resolution to remove Ihor Belous from the position of chairman of the State Property Fund. From April 18, 2017, to September 12, 2017, Dmitri Parfenenko performed the duties of the chairman of the State Property Fund of Ukraine (Order of the State Property Fund No. 236-k).

On February 5, 2020, Dmitri Parfenenko was relieved of his duties as First Deputy Chairman of the State Property Fund.
