Date of Birth: 02.08.1956

Place of Birth. Education. Born in the city of Krasny Luch in the Luhansk region.

In 1979, he graduated from the Leningrad Polytechnic Institute. Doctor of Economic Sciences (in 2001, he defended a dissertation on the topic 'Economic Mechanism for Increasing the Efficiency of Energy Supply Enterprises' at the Kharkiv Polytechnic Institute).

Career. From 1980 to 1999, he worked as a senior engineer, master, and head of the district power grid in the Lenin District (Autonomous Republic of Crimea).

From 1999 to 2004, he headed the Feodosia Electric Networks.

From January to October 2004, he was the Deputy Technical Director for Future Development of OAO Krymenergo in Simferopol.

Since October 2004, he held the position of Director of the Crimean Energy System of the state enterprise NAK UkrEnergo.

On June 2, 2006, the Supreme Council of the Autonomous Republic of Crimea appointed Viktor Plakida as the Prime Minister of the Autonomous Republic of Crimea in consultation with the Ukrainian President Viktor Yushchenko. He replaced Anatoliy Burdyukov. After the election of President Viktor Yanukovych in 2010, he resigned.

On October 13, 2010, he was appointed by a decree from Yanukovych as the acting permanent representative of the President in the Autonomous Republic of Crimea. On January 12, 2010, he was appointed as the first deputy post representative of the President in the Autonomous Republic of Crimea Vladimir Yazuba.

Since June 8, 2011, he has been the acting permanent representative of the President (Viktor Yanukovych) in the Autonomous Republic of Crimea.

On February 28, 2012, he was appointed as the permanent representative of the President in the Autonomous Republic of Crimea.

On February 27, 2014, he was dismissed from this position by a decree of the acting President Oleksandr Turchynov, and Sergey Kunitsyn was appointed as the post representative.

From April 11, 2014, to October 4, 2017, he headed the state enterprise 'Krymenergo'.

In 2014, after the annexation of Crimea by Russia, he adopted Russian citizenship.

Social Activities. Deputy of the Lenin District Council (1990-1995) and of the Feodosia City Council (2002-2006).

Titles. Honored Energy Expert of the Autonomous Republic of Crimea (2004). Honored Energy Expert of Ukraine (2008).

Ratings. In 2007, he ranked 4th in the ranking of '50 Most Influential Crimeans' created by the magazine 'Focus'.
