Place of Birth. Education. Born in the village of Nishniye Petrovtsy in the Storozhinets district of Chernivtsi region. In 1986, he graduated from Chernivtsi State University with a degree in Russian Language and Literature (Qualification - Philologist, Teacher). In 2004, he graduated from the Interregional Academy of Personnel Management with a degree in Political Science (Qualification - Master in Political Science). Candidate of Philological Sciences.
Career. 1986-1987 - Teacher at Vocational School No. 10 in Kolomyia (Ivano-Frankivsk region).
1987-1994 - Assistant, Aspirant at the Department of Russian Language at Chernivtsi State University.
1994-1998, 1998-2002 - People's Deputy of Ukraine of the II and III convocations. Chairman of the Subcommittee of the Parliamentary Committee for Human Rights, National Minorities and Interethnic Relations.
In 2005, he worked in the Secretariat of the Ombudsman of the Verkhovna Rada of Ukraine for Human Rights Nina Karpatycheva.

On January 16, 2014, he voted for the 'dictatorial laws' - a package of anti-democratic laws that significantly restricted citizens' rights and freedom of speech.

On February 24, 2014, a parliamentary group for economic development of former Regions deputies was established in the Verkhovna Rada, led by Anatoliy Kinach.
