Place of birth. Education. Born in Dnepropetrovsk. In 1978, he graduated from the Saratov Higher Military Command School of the Ministry of Internal Affairs of the USSR, in 1990 from the Military Academy named after M.V. Frunze (Moscow).

Career. From 1978 to 1987, he served in positions such as platoon commander, company commander, chief of staff - deputy battalion commander of the Internal Troops of the Ministry of Internal Affairs of the USSR in Ukraine and Moldova.

From 1990 to 1992 - battalion commander, deputy regiment commander of the division of the Internal Troops of the Ministry of Internal Affairs of the USSR for Northwestern Russia and the Baltic States.

From 1992 to 1994 - deputy regiment commander of the main command of the Internal Troops and the convoy guard of the Ministry of Internal Affairs of Ukraine.

After his dismissal, he was the deputy head of the interdepartmental coordinating committee for security and law enforcement during EURO-2012. On April 19, 2012, he was relieved of this position.

He was a member of the Party of Regions. He was the deputy chairman of the central control commission of the political force.

Title. Lieutenant General of Police. Awarded with the Order of Merit III and II class, the Order of Daniel of Galicia.
