Date of Birth: 02.09.1952
Place of Birth. Education. Born in the village of Pankovtsi, Brodovsky District, Lviv Region. In 1974, he graduated from the Lviv Technical Institute of Forestry with a degree in 'Forestry' (Qualification - 'Forestry Engineer').
Career. 1974 - Engineer of the Ukrainian Air Photo Forestry Expedition of the Ministry of Forestry of Ukraine (Irpyn, Kyiv Region).
1976-1991 - Assistant of the district forester of the Brodovsky Forestry District, chief forestry engineer of the Brodovsky Forestry Enterprise (Brod, Lviv Region).
1991-1996 - Chief forester of the Lviv Forest Park, the association 'Lvivlis' (Lviv).
1996-1999 - Chief hunter of the association 'Lvivlis'.
1999 - Deputy General Director, chief forester of the association 'Lvivlis', head of the environmental safety authority in the Lviv Region of the Ministry of Environment of Ukraine, head of the environmental protection and natural resources authority of the Lviv Region.
2007-2009 - State Inspector, senior state inspector of the zonal control department of the operational fish protection supervision of the Ukrainian Fishery Committee.
2009-2010 - Senior state inspector of Golovrybvoda of the Ukrainian Fishery Committee.
Since March 2010 - Deputy Minister of Environmental Issues of Ukraine Viktor Boyko. Dismissed from his position on June 1, 2010.
Scandal. On June 1, 2010, Ukrainian media reported that Boris Presner was arrested by employees of the Attorney General's Office and the Security Service for receiving a bribe of a particularly large amount (allegedly for appointing a person to a high position at the regional level along the line of the Ministry of Environment).
On that day, the press service of the Ministry of Environment of Ukraine expressed hope for an objective investigation. They added: 'It is known that Boris Presner was part of the political events in Lviv and was a staunch supporter of the Party of Regions. He came to the Ministry of Environment from this region, where he has many 'sympathizers'. Perhaps the 'footprints' of the accusations come from there...'.
On June 2, 2010, Ukrainian Prime Minister Mykola Azarov announced that Boris Presner was dismissed from his position as Deputy Minister - 'due to the violation of the oath of a civil servant'.
Arrest and Sentence. On May 31, 2010, Boris Presner was arrested. Law enforcement suspected him of receiving bribes amounting to 100,000 Ukrainian Hryvnias for a personnel decision. In October 2011, the Solomyanskyi Court in Kyiv sentenced Boris Presner to 9 years of imprisonment with confiscation of property and a ban on holding senior positions with organizational and administrative functions for three years. In October 2013, the Kyiv Court of Appeals overturned the first-instance ruling and sentenced Presner to 9 years in prison. The judges considered the accusations of the prosecution to be unfounded. The Kyiv Court of Appeals allowed former Deputy Environmental Minister Bogdan Presner to be released on bail of 344,000 Hryvnias.
Family. Married. Has two children: a son and a daughter.
