Wladimir Andreevich Putschkow - Minister for Civil Protection, Emergencies and Elimination of Natural Disaster Consequences (2012-2018). Major General, Doctor of Technical Sciences.
Place of Birth. Education. Born in the village of Nowinka in the Zhirnovskiy District of the Volgograd Region. In 1979, he graduated from the Tyumen Higher Military Engineering School, and in 1988 from the Military Engineering Academy of V.V. Kuybyshev. In 1991, he completed the full-time postgraduate study at the Academy. Specialty - 'Staff and Combat Service of Civil Protection'. In 2000, he graduated from the Russian Academy of State Service under the President of the Russian Federation (specialization - 'Management of state and municipal administration'). Doctor of Technical Sciences.
Career. 1979-1983 - Service in the Pioneer troops, Far Eastern Military District.
1983-1986 - Chief of Staff of Civil Protection in the city of Kungur, Perm Region.
1986-1991 - Listener, full-time postgraduate study at the Military Engineering Academy of V.V. Kuybyshev.
1991-1994 - Deputy Head of the courses, Chief Teacher of Civil Protection courses.
1994-1995 - Head of the Laboratory, Deputy Head of the Department, Head of the Unit of the EMERCOM of Russia.
1995-1997 - Head of the Scientific Department of the All-Russian Research Institute for Civil Protection Issues and Emergencies.
1997-1999 - Deputy Head of the Department for Population and Area Protection Measures of the EMERCOM of Russia.
