Place of Birth. Education. Born in Kyiv. In 1993, he graduated from the Kyiv Polytechnic Institute.
Career. 1993-1994 - Worked at the National TV Company of Ukraine.
1994-2000 - Assistant advisor to the Ukrainian parliamentary deputy.
2000-2001 - Advisor to the Minister, head of the Office of the Minister for Ecology and Natural Resources of Ukraine.
2001-2005 - Assistant advisor to the Ukrainian parliamentary deputy.
2005-2006 - First Deputy Minister of Labor and Social Policy of Ukraine (Vyacheslav Kirilenko).
2006-2008 - Deputy Head of the Main Department for Socioeconomic Development, Head of the Social Policy Department of the Presidential Administration of Ukraine (Viktor Yushchenko).
2008-2010 - First Deputy Minister of Labor and Social Policy of Ukraine (Lyudmila Denisova).

When elected to parliament, he was assistant to the Ukrainian parliamentary deputy.
On December 2, 2014, the Verkhovna Rada adopted a resolution on the new composition of the Cabinet, in which Roschenko received the position of Minister of Labor and Social Policy of Ukraine.
On April 14, 2016, the Verkhovna Rada adopted a decision to dismiss Prime Minister Arseniy Yatsenyuk and supported the candidacy of Volodymyr Groisman as his successor. On that day, the Parliament also approved the new composition of the Cabinet, where Roschenko took the office of Deputy Prime Minister for Social Policy.
He participated in the early parliamentary elections in 2019, which he ran for the European Solidarity party, but his list position (No. 39) was unsuccessful.
Since 2021, he has been the Vice President of the Ukrainian Red Cross.
