Igor Rybakov

Date of birth: 14.08.1976
Place of birth. Education. Born in the German city of Weimar to a military family. After moving through various garrisons, the Rybakov family settled in Odessa. Rybakov graduated from the Odessa Automobile Road College in 1995. Later he entered the Odessa State Polytechnic University. Since July 2006, he studied at the Kharkiv National University of Internal Affairs majoring in law.
Career. Starting in 1997, he worked as a manager, executive director, and director at various enterprises in Odessa. Since 2004, he has been an assistant to a People's Deputy of Ukraine. In March 2005, Rybakov founded the public charitable organization 'People's Initiative - Project 'Car Rally''. He was also a People's Deputy of Ukraine since 2006 on the list of Yulia Tymoshenko's Bloc. In the spring of 2007, he refused the mandate of a deputy of the Council of the dismissal of the Verkhovna Rada of the V convocation, which was initiated by President Viktor Yushchenko and supported by Yulia Tymoshenko. In the autumn parliamentary elections of 2007, he again became a People's Deputy on the list of BYUT. He was a member of the Verkhovna Rada Committee on Legislative Support of Law Enforcement Activities. From December 2012 to November 2014, he was a People's Deputy of Ukraine of the VII convocation. He was a member of the committee on tax and customs policy. He was not part of any faction and was party-independent.
He is the honorary president of the 'Mission of Mercy' charitable foundation, which he founded in 2005. He voted for the 'dictatorial laws' on January 16, 2014, which limited the rights of citizens and freedom of speech.
Views and assessments. In the Verkhovna Rada of the V convocation, he initiated the creation of the inter-factional association 'Stop Smuggling'. He was interested in fighting smuggling and filling the state budget with appropriate customs payments. In a number of his statements and comments, it can be concluded that he seriously counted on receiving the position of head of the State Customs Service of Ukraine. However, after the coalition of BYUT and NUNS was formed, this place was handed over to Valeriy Khoroshkovskiy.
In June 2008, Rybakov and his NUNS colleague Yuriy But announced their exit from the parliamentary coalition, which put it on the verge of existence. Peers immediately called him a traitor and claimed that he received $14 million for his scandalous divorce. In turn, the deputy explained his departure from the coalition by disagreeing with the fact that it 'created a roof over the shadows of corruption schemes of state embezzlement'. He turned to the SBU for protection due to what he says were threats received.
The politician calls himself 'a deeply believing person, an Orthodox Christian'. He received awards such as the Sign of the Order of 'St. Prince Vladimir', the Order of 'Glory for Loyalty to the Homeland', and the Order of 'Christmas Christ' for his assistance to the Ukrainian Orthodox Church.
