Zoryana Stepanivna Skaletska (née Chernenko) - former Minister of Health of Ukraine. A Ukrainian lawyer in the field of medical law, Doctor of Law, lecturer.

Place of Birth. Education. Born on August 9, 1980 in Lviv. In 1997, she graduated from the 'Khorol' gymnasium in Lviv with a gold medal and began studying at the Faculty of Law of NaUKMA. In 2002, she earned the qualification of a lawyer.

From 2002-2007, she was a doctoral student at the Faculty of Law and Administration of Maria Curie-Skłodowska University in Lublin. She defended her doctoral thesis titled 'The Legal Status of the Patient in Poland and Ukraine. A Comparison'.

In 2011-2012, she completed a one-year advanced certificate program for Central and Eastern Europe 'Research Ethics' at Union Graduate College in Schenectady, USA.

Career. From 2001-2006, she worked as a senior specialist in the legal analysis office for regulatory acts in the main department for regulatory policy of the State Committee of Ukraine for Regulatory Policy and Entrepreneurship.

Since 2006, she has been working at the National University 'Kyiv-Mohyla Academy' first at the Department of International Law and Special Legal Sciences, then at the Department of International and European Law. Since 2014 - lecturer, since 2015 - Deputy Dean of the Faculty of Law. She teaches the courses 'Human Rights and Biomedicine' and 'Medical Law'. She is also the program director of the program 'Legal-Ethical Issues of Bioethics, Pharmaceutical and Medical Law' of the Center for International Protection of Human Rights of NaUKMA.

From 2007-2009, she was a member of the Advisory Council on Health Issues under the Health Committee of the Ukrainian Parliament.

From 2010-2011, she was an expert in the Business Council under the Cabinet of Ukraine.

From 2011-2012, she was head of the legal department of the NGO 'Ukrainian League for the Development of Palliative and Hospice Care'.

From 2011-2014, she was chairwoman of the Commission on Health Reforms in the Public Council under the Ministry of Health of Ukraine.

From 2014-2017, she was lead expert of the medical working group for the health reform of the public council under the Ministry of Health of Ukraine in the reform package.

She is the chairwoman of the board of the NGO 'Ukrainian Medical Legal Society', board member of the NGO 'Ukrainian League for the Development of Palliative and Hospice Care', director of the public organization 'Health Forum', member of the World Association for Medical Law.

Zoryana Skaletska is an analyst in the field of medical and pharmaceutical law, advising international organizations, co-author of draft laws and expert assessments in the field of health and medical care regulation.

Political Career. On August 29, 2019, the Parliament appointed a new Cabinet of Ministers, Zoryana Skaletska was appointed Minister of Health of Ukraine.

On March 4, 2020, the Parliament voted for the resignation of Oleksiy Goncharuk as Prime Minister, leading to the resignation of the entire government.

Publications. Author of several publications in the field of medical law and textbooks 'International Protection of Gender Rights and Children’s Rights', 'Medical Law', 'Regulation of Social Relations', as well as co-author of a textbook on free choice.

Personal Life. Until 2017, Zoryana Skaletska was the wife of the former member of the Verkhovna Rada from the BPP Oleksandr Chernenko. She has two children - Irina and Markian.
