Date of Birth: 05.08.1952

Place of Birth. Education. Born in the village of Povchino in the Novohrad-Volynskyi district of Zhytomyr Oblast. In 1974, he graduated from the Ukrainian Agricultural Academy with a specialization in Agricultural Mechanization. Doctor of Economic Sciences (2001).

Career. 1974-1975 - Chief Engineer of the Kolkhoz named after B. Chmelnyzkyj in the Novohrad-Volynskyi district.

1975-1979 - Deputy Director, Chief Engineer of the District Agrotechnology Union of Rokytne in Rivne Oblast.

1979-1985 - Head of Department, Deputy Chairman for Economic Issues of the Regional Agrotechnology Union of Rivne.

1986-1989 - Head of the New Equipment Department of the Oblast Agricultural Committee of Rivne.

1989-1991 - Head of the Regional Agropromtrans Union of Rivne.

1991-1993 - General Director of the Regional Agrotekhnoservice Union of Rivne.

1993-1995 - General Director of the State Enterprise for Material and Technical Supply of Oblagrotekhservice of Rivne.

1995-1997 - Chairman of the Board of the State Enterprise for Material and Technical Supply of Rivne Oblast Oblagrotekhservice.

1997-2005 - Chairman of the State Administration of Rivne Oblast.

From 2007 to 2008 and from March 31, 2010 - First Deputy Minister for Regional Development and Construction of Ukraine (Vasyl Kuybyda, Volodymyr Yatsuby).

First-class state official.

From December 2012 to November 2014 - Member of the Ukrainian Parliament of the VII Convocation, elected to Parliament from single-member district No. 155 in Rivne Oblast. Deputy Chairman of the Committee on Science and Education of the Parliament.

At the time of his election, he was the acting rector of the National University of Water Management and Nature Conservation.

On January 16, 2014, he voted for the 'Dictatorship Laws' - a package of undemocratic laws that significantly restricted the rights of citizens and freedom of speech.

Awards and Honors. Honored Worker of Agriculture of Ukraine (1995). Awarded the Order of Merit I-III classes.
