Wladimir Semenovich Stelmach - Ukrainian banker, economist, head of the National Bank of Ukraine (2000-2003, 2004-2010), who served as the head of the NBU (1999-2000). Candidate of Economic Sciences, Doctor of Economics and Management, заслуженный экономист Украины (1996). Hero of Ukraine (2007).

Place of Birth. Education. Born in the village of Oleksandrivka in the Sumy region. In 1967, he graduated from the Kyiv Institute of National Economy. In 1979, he completed a specialized training program for professionals in foreign exchange, international lending, and international payments at the Moscow Financial Institute. Candidate of Economic Sciences.

Career. Stelmach's professional life began in 1962 as a credit inspector at the branch of the USSR Gosbank in the district center Romny in the Sumy region. Until 1969, he worked as the head of the department for lending to industry and the local economy in the Sumy region of Gosbank.

Since June 1969, he has been working at the headquarters of the USSR Gosbank in Moscow: head of the department in the credit management area of machine engineering, head of the department for long-term loans to collective farms, head of the credit and planning department.

From 1979 to 1981, he served as deputy head of the department for bank loans at the USSR Foreign Trade Bank in Moscow.

From 1981 to 1986, Stelmach worked as an advisor to the Minister - President of the National Bank of Cuba on a long-term assignment in Cuba.

After returning to the Soviet Union, he worked again in Moscow: first as deputy head of the credit department for foreign economic relations at the Foreign Trade Bank, then as deputy head of various departments of Gosbank. Stelmach's Moscow career ended in 1992 as the first deputy head of the credit and settlement relations methodology department of the USSR Gosbank.

From 1992 to 1993, he was a board member, head of the main department for the methodology of banking technologies of the National Bank of Ukraine (NBU). From 1993 to 1999, he was the first deputy head of the NBU under Viktor Yushchenko. After Yushchenko's appointment as Prime Minister in 1999-2000, Stelmach performed the duties of the head of the NBU. From January 2000 to January 2003, he was the head of the National Bank.

From 2003 to 2004, Stelmach was the chairman of the supervisory board of the joint-stock bank Brokbusinessbank.

On December 16, 2004, he was reappointed as the head of the National Bank of Ukraine. He officially replaced Sergei Tihipko, who had promoted to the position of President Viktor Yanukovych as the head of his election campaign staff in the second half of 2004. In fact, during this time, Arseniy Yatsenyuk headed the NBU.

In the autumn of 2007, Stelmach was elected to the Verkhovna Rada in the early parliamentary elections on the list of the pro-presidential party Our Ukraine - National Self-Defense. Stelmach gave up his deputy mandate in favor of his position as head of the National Bank of Ukraine.

On December 23, 2010, Stelmach was dismissed by the Verkhovna Rada. The president submitted a corresponding letter to the Verkhovna Rada, as Stelmach had reached retirement age as head of the National Bank. On that day, he was appointed as an extraordinary advisor to President Viktor Yanukovych.

On February 24, 2014, Stelmach was dismissed from his position as advisor to the head of state by an order of the acting President of Ukraine, Oleksandr Turchynov.

From April 30, 2015, to December 2016, he was the chairman of the supervisory board of the joint-stock company Kreditbank 'Privatbank'.

Awards. Awarded the Order of Prince Yaroslav the Wise II (2010), III (2006), IV (2001), and V (1999) degrees. Honored Economist of Ukraine (1996).

Family. He is married for the second time. From the first marriage, he has a daughter living in Moscow. His second wife is a medical professional, and they have no children together; his stepson is Igor Lutsenko, a former deputy and journalist.
