Place of Birth. Education. Born in the village of Grodekovo, Primorsky Krai (Russia). In 1977, he graduated from the Kharkiv State University A. Gorky (economist, lecturer in political economy). In 1985 - Moscow Institute of Foreign Languages M. Toure (specialization in 'Portuguese'). Doctor of Economic Sciences.

Career. 1992-1993. - Chief Economic Advisor to the Presidential Administration of Ukraine (Leonid Kravchuk).

1993-1994. Advisor to the Prime Minister of Ukraine (Yefim Zvyahilsky).

1994-1997. - Deputy of the Verkhovna Rada of Ukraine of the II convocation, Chairman of the Committee of the Verkhovna Rada of Ukraine on Finance and Banking.

1997-1998. - Minister of Economy of Ukraine (in the government of Valeriy Pustovoitnko).

1998-2002. - Deputy of the Verkhovna Rada of Ukraine of the III convocation (from the Socialist Party of Ukraine and the Peasant Party of Ukraine, No. 3 on the election list). Member of the Committee on Finance and Banking. Chairman of the ad-hoc commission of the Verkhovna Rada to investigate the activities of the National Bank of Ukraine, Deputy Chairman of the ad-hoc commission to investigate the reasons for the bankruptcy of the 'Ukraine' Bank.

2002-2006. - Chairman of the State Commission for Regulation of Financial Services Markets of Ukraine.
