Born in the village of Gurovka, Kirovohrad Oblast. In 1992, he graduated from the Voronezh Higher Military Aviation Engineering School (specialization - Meteorology, qualification - Meteorologist).

Career. 1987-1992 - Cadet at the Military Academy.

From August 1992 to July 1993 - Service in the Armed Forces of Ukraine.

From July 1993 to July 1994 - Deputy Head of Crime Prevention at the City Police Headquarters of Kryvyi Rih (Dnipropetrovsk Oblast).

1994-1997 - Deputy Director of the Dolinsky Interdistrict Base of Kirovohrad Oblspozhivspilka.

1997-2001 - Production Manager of a private entrepreneur Podafei Valentyna Fedorivna (Village Hruzske, Kryvyi Rih District, Dnipropetrovsk Oblast).

2002-2004 - Director of the private company Poultry Farm Hruzske LLC.

From July 2004 to April 2006 - Deputy General Director for Commercial Affairs of Novolozovatske LLC (Village Hruzske).

From April 2006 to April 2010 - Deputy Mayor of Kryvyi Rih.

From April 2010 to December 2012 - Deputy Head of the Dnipropetrovsk Regional Administration under Oleksandr Vilkul.

On December 24, 2012, he was appointed Minister of Regional Development, Construction, and Housing and Communal Services of Ukraine by a decree of Ukrainian President Viktor Yanukovych.

On February 27, 2014, Parliament dismissed Timtchenko as Minister.

Vice Prime Minister and Minister of Regional Development, Construction, and Housing and Communal Services was then Volodymyr Hrojsman (in the government of Arseniy Yatsenyuk).
