Viktor Tichonov

Date of Birth: 05.03.1949

Place of Birth. Education. Born in the village of Shchetovoe in the Antratsit district of the Luhansk region. In 1978, he graduated from the Faculty of Economics of the Voroshilovgrad Machine Engineering Institute with a degree in Economics. In 1999, he graduated from the Luhansk Institute of Internal Affairs with a degree in Law.

Career. 1965-1991 - Locksmith, senior technology engineer, head of the office, deputy head of department, head of the labor and wage department at the Voroshilovgradteplovoz production association.

1991-1995 - headed industrial enterprises in Luhansk region.

1995-1998 - First Deputy Chairman of the Luhansk Regional State Administration.

1998-2006 - Chairman of the Luhansk Regional Council.

From May 2006 to March 2010 - Deputy of the Ukrainian Parliament of the V and VI convocations of the Party of Regions. In the VI convocation of the Verkhovna Rada, he was the deputy leader of the Party of Regions faction of Viktor Yanukovych. He was a member of the Budget Committee of the Verkhovna Rada.

Since March 11, 2010 - Vice Prime Minister of Ukraine for Regional Policy in the government of Mykola Azarov. On December 9, 2010, he became Deputy Prime Minister - Minister for Regional Development, Construction, and Communal Economy due to the ongoing administrative reform. Dismissed on June 1, 2011.

From August 2011 to November 2012 - Ambassador of Ukraine to Belarus.

From December 2012 to November 2014 - Deputy of the Ukrainian Parliament of the VII convocation, elected as a candidate from the Party of Regions in constituency No. 113 of the Luhansk region. Deputy Head of the Verkhovna Rada Committee on European Integration. Member of the Party of Regions.

On June 3, 2014, Tichonov left the Party of Regions faction and joined the parliamentary group For Peace and Stability on July 2.

In 2014, Tichonov left Ukraine and moved to Moscow, then to the annexed Crimea.

Social Activities. Since 2000, he has been the President of the Ukrainian Association of Local and Regional Authorities, since 2002 Co-Chairman of the Congress of Local and Regional Authorities of Ukraine. From 2000 to 2006, he was a representative of the Ukrainian national delegation in the Assembly of Regions of the Congress of Local and Regional Authorities of the Council of Europe. In 2007 and 2009, he was a representative of the permanent delegation of the Verkhovna Rada in the Parliamentary Assembly of the Council of Europe.

Scientific Activities. Chairman of the Supervisory Boards of the East Ukrainian National University V.Dal and the State University of Internal Affairs named after E.A.Didorenko. Author and co-author of more than 50 scientific papers, publications, and books. Candidate of Legal Sciences, lecturer, Doctor of Philosophy. Honorary Professor of the State University of Internal Affairs named after E.A.Didorenko, Honorary Doctor of the East Ukrainian National University V.Dal, Academician of the Ukrainian Community Academy, full member (Academician) of the Ukrainian Engineering Academy, Corresponding Member of the International Engineering Academy, full member (Academician) of the International Academy of Information.

Awards. Honored Economist of Ukraine. Holder of the Order of Merit, has honorary certificates from the Verkhovna Rada and the Cabinet of Ministers, foreign awards including the Order of Friendship of the Russian Federation, the Order of the Ukrainian Orthodox Church of the Holy Equal-to-the-Apostles Prince Vladimir I-III.

Family. Wife Larisa Tichonova - born 1947, retired. There is one son Dmitry (born 1968) and two daughters - Tatiana and Victoria (born 1973).

Death. Viktor Tichonov died on August 29, 2020, at the age of 71 in the occupied Simferopol. The official cause of death was pneumonia. He was buried in Luhansk on September 1.
