Date of Birth: 29.07.1972

Place of Birth. Education. Born in the city of Krasnyi Luch in the Luhansk region. In 2003, he graduated from the Donbass Mining and Metallurgical Institute. In 2008, he completed his studies at Donetsk State University of Management (Master's in Management of Foreign Economic Activity).

Career. He worked in Luhansk in enterprises and organizations of various forms of ownership, particularly as the deputy director of LLC Motor Plus.

From 2003 to 2005 - Head of the organizational department, deputy chairman of the regional department of the Party of Regions in Luhansk. In the next two years, he worked as an assistant to a member of parliament.

From 2007 to 2008 - Head of the department, first deputy general director of the state enterprise 'Center for State Cadastre for State Land Resources of the State Committee of Ukraine for Land Resources'.

Since May 2008 - Advisor to the Secretary of the National Security and Defense Council of Ukraine (Raisa Bohatyreva).

In 2010, he became the head of the main department for urban improvement control of the city of Kyiv of the Kyiv City Administration.

In November 2010, he was appointed deputy general director - head of technical programs of the state enterprise 'Center for State Cadastre'.

From June 2011 to March 2014, he was the chairman of the State Agency for Land Resources of Ukraine.

In 2014, he moved to Russia. Since 2017, he has lived in the USA. He founded and heads the 'International Institute for Strategic Land Reforms' in Princeton, New Jersey. In 2018, he returned to Ukraine.

Family. Married. Raising 4 children.
