Date of Birth: 22.07.1954
Place of Birth. Education. Born in the city of Golaja Pristan, Kherson region. In 1977 he graduated from the Donetsk Polytechnic Institute. Doctor of Economic Sciences.
Career. 1977-1979 - Economist at the Institute of Industrial Economics of the USSR Academy of Sciences (Donetsk).
1979-1983 - Assistant at the Donetsk Polytechnic Institute. After completing his postgraduate studies, he returned to the Donetsk Polytechnic Institute.
1994-1998 - Head of the Department at Donetsk National Technical University.
Since July 1998 - Deputy Head of the Economic Department of the Ukrainian Ministry of Coal and Energy, since October 1998 - Head of the Department for Information and Analytical Support and Future Development of the Industry.
In 1999 he was an expert in the Office of the First Vice-Prime Minister of Ukraine, in 2000 he became Head of the Department for Investment and Corporate Policy of PAO 'Ukrpodshipnik'.
Since July 2000 - Deputy General Director for Corporate Development and Strategic Planning of the Industrial Investment Group 'Ukrpodshipnik' (under the control of politicians and businessmen Andrei and Sergei Kluev).
Since June 2001 - Advisor to the Prime Minister of Ukraine Anatolii Kinakh.
Since March 2002 - Deputy State Secretary of the Ukrainian Ministry of Fuel and Energy.
From August 2003 to April 2004 - First Deputy Minister of Fuel and Energy of Ukraine Sergei Yermilov.
From April 2004 to February 2005 - Chairman of the National Commission for the Regulation of Energy in Ukraine (NCRE).

On August 27, 2014, Poroshenko signed a decree to dissolve the NCRE. At the same time, he also signed decrees on the creation of a national commission for state regulation in the energy and communal services sector and approved its staff structure consisting of the chairman and six commission members.
On September 24, 2014, Ukrainian President Petro Poroshenko relieved Sergei Titenko of his duties as chairman of the National Commission for State Regulation in the Energy Sector.
