Place of Birth. Education. Born in Gorlovka, Donetsk Region. In 1997, he graduated from the Gorlovka State Institute of Foreign Languages (Teacher of French, English, and German). In 2001, he graduated from the Academy of Public Administration under the President of Ukraine. In 2003, he completed the Faculty of Law at Taras Shevchenko National University of Kyiv. Doctor of Law.
Career. 1993-1996 - Deputy Chairman of the Liberal Party of Ukraine for Youth Policy in Gorlovka.
In 1996, he worked as a teacher at Gorlovka Secondary School No. 28.
1996-1998 - Club leader, educator, organizer, lawyer of the Family and Youth Department of the Gorlovka City Council.
From January to August 1998 - Deputy Chairman of the Liberal Party of Ukraine (Volodymyr Shcherban) - Chairman of the Liberal Youth Association. Advisor to the First Deputy Prime Minister of Ukraine (on a voluntary basis).
2001-2002 - Head of the International Relations Department of the Fund for Promotion of Local Self-Governance in Ukraine under the President of Ukraine. At the same time, he served as Secretary of the Ukrainian Delegation in the Congress of Local and Regional Authorities of the Council of Europe.
2002-2003 - Chief Advisor of the Main Department for Organizational Policy and Cooperation with Regions of the Administration of the President of Ukraine (Leonid Kuchma).
2003-2006 - Deputy Executive Director of the Association of Cities and Communities of Ukraine for European Integration.
2006-2007 - Advisor to the Parliamentary Project of the University of Indiana (USA) in Ukraine, Advisor to the Chairman of the Parliamentary Committee on State Building, Regional Policy, and Local Self-Governance on a voluntary basis.
2007-2008 - Deputy Minister of Housing and Communal Services of Ukraine (Oleksandr Popov).
2008-2010 - Director of the International Cooperation, Investment Development, and European Integration Department of the Ministry of Regional Development and Construction of Ukraine.
2010-2011 - Lecturer at the Department of Municipal Law at the Academy of Public Administration. At the same time, he was an expert of the Council of Europe on local self-government and advisor to the Deputy Prime Minister of Ukraine for regional policy (Viktor Tichonov) on a voluntary basis.
Since April 2011 - First Deputy Head of the Main Department of the State Service of Ukraine (Tymofii Motrenko).
In August 2011, he was appointed by the decree of President Viktor Yanukovych as the Head of the National Agency of Ukraine for Public Service.
On November 12, 2013, President of Ukraine Viktor Yanukovych dismissed Vyacheslav Tolkovanov from his position as Head of the National Agency of Ukraine for Public Service.
From November 12, 2013, to September 3, 2015 - Director of the Institute for Problems of State Management and Local Self-Governance at the National Academy of Public Administration under the President of Ukraine.
Family. Married, raises three daughters.
