Biography of Vadim Troyan
Date of Birth: 12.10.1979
Vadim Anatolyevich Troyan is a police officer, colonel, former deputy minister of internal affairs of Ukraine, former deputy head of the National Police of Ukraine.
Place of Birth. Education. Vadim Troyan was born on September 12, 1979, in the village of Orelka, Lozova district, Kharkiv region. He has a higher legal education, graduating in 2000 from the Kharkiv National University of Internal Affairs with a degree in 'law'.
Career. From 2000 to 2003, he served in law enforcement as an investigator in the Lozova District Police of the Ministry of Internal Affairs in Kharkiv region. He left the police around 2004.
From 2010 to 2012, Vadim Troyan led LLC 'Odessa Digital Communications', part of a group of companies providing services in the telecommunications market under the brand Triolan (cable television, internet). After leaving, he became the director of LLC 'City Investcom' in Brovary, which worked with local internet networks.
He was an active participant in the social-nationalist public organization 'Patriot of Ukraine'.
During the war in eastern Ukraine, he voluntarily joined the Azov battalion, which was later reformed into a special police unit. He held the position of deputy commander of the battalion. He participated in the liberation of many Ukrainian cities, including Mariupol and Maryinka.
In the 2014 elections to the Verkhovna Rada, he was registered as a candidate in the 58th electoral district (Mariupol), but the registration was canceled, and Troyan was re-registered in constituency No. 51 (Horlivka). However, the elections in this constituency on October 26, 2014 did not take place.
Public Service. On October 31, 2014, Vadim Troyan was appointed head of the Main Department of the Ministry of Internal Affairs of Ukraine in Kyiv region. Along with his appointment, Troyan was awarded the rank of lieutenant colonel.
On November 7, 2015, on the day the law 'On the National Police' came into effect, Vadim Troyan was appointed head of the Main Department of the National Police in Kyiv region.
On March 4, 2016, the head of the National Police Khatia Dekanoidze presented Vadim Troyan as the first deputy head of the NPU.
On November 16, 2016, the Minister of Internal Affairs of Ukraine Arsen Avakov appointed the first deputy head of the National Police of Ukraine Vadim Troyan as the acting head of the National Police. Vadim Troyan submitted documents for the competition for the position of head of the National Police but withdrew them after it became clear that he lacked managerial experience.
On February 8, 2017, the Cabinet of Ministers appointed the first deputy head of the National Police Vadim Troyan as the deputy minister of internal affairs.
On September 6, 2019, during a Cabinet meeting, Vadim Troyan was relieved of his duties as deputy minister of internal affairs of Ukraine.
On September 26, 2019, Vadim Troyan was appointed to the position of deputy head of the National Police.
In November 2021, Troyan resigned from his position as deputy head of the National Police of Ukraine, later being relieved of other positions by the Minister of Internal Affairs Denis Monastyrsky.
Awards. Order of Bogdan Khmelnitsky III class (October 31, 2014).
Sports Activities. Actively engaged in sports and has a number of achievements in hand-to-hand combat. Member of the Dynamo sports society.
