Place of Birth. Education. Born in Omsk (Russia). In 1989 he graduated from the Kyiv Institute of Physical Culture.

Sporting Career. 1981-1986 and 1988-1989 - player of the basketball team 'Budiwelnyk' (Kyiv).

1986-1988 - player of the team 'CSKA' (Moscow).

Member of the USSR national basketball team.

1989-1992 - player of the NBA club 'Atlanta Hawks' (USA).

1992-1993 - player of the club 'Panasonic' (Italy).

From 1993 to 1995 he played for the clubs 'Panathinaikos' and 'Olympiakos' (Greece).

In 1998, he became the coach of the Ukrainian national team.

1999-2006 - founder, president, and coach of the basketball club 'Kyiv'.

Olympic champion 1988 in Seoul. Honored Master of Sports of the USSR (1988). European champion (1985). Soviet champion (1987, 1989). Ukrainian champion (2000). Awarded the Order of 'Badge of Honor' (1988).

Political Career. From August 1999 to January 2000, he was the chairman of the State Committee of Ukraine for Physical Culture and Sports.

Since 2002, he has been a member of the Executive Committee of the National Olympic Committee of Ukraine.

2006-2007 he was a deputy of Ukraine of the V convocation from the block 'Our Ukraine' (No. 44 on the electoral list). Chairman of the Committee of the Verkhovna Rada for Family, Youth Policy, Sports, and Tourism.

Immediately after receiving the parliamentary mandates, Volkov, together with the deputy from Our Ukraine, Volodymyr Zapatinsky, and the deputy of the Block politicians, Valentin Zubik, joined the so-called Anti-Crisis Coalition - within the framework of the Party of Regions, the CPU, and the CPU. Some time later, other deputies and members of other parties followed, which led to the premature termination of the powers of the Parliament of the V convocation and early elections.

2007-2012 he was a deputy of Ukraine of the VI convocation from the Party of Regions (No. 42 on the list). First Deputy Chairman of the Committee of the VR for Family, Youth Policy, Sports, and Tourism.

After receiving the deputy mandate on the PR list, he joined Viktor Yanukovych's party.

2012-2014 he was a deputy of Ukraine of the VII convocation from the Party of Regions (No. 64 on the list). Member of the Committee of the VR for Agriculture and Land Relations.

On January 16, 2014, he voted for the 'illegal laws' - a package of undemocratic laws that significantly restricted the rights of citizens and freedom of speech.

In the 2014 parliamentary elections, he was on the electoral list of the 'Strong Ukraine' party of Serhiy Tihipko.

Social Activities. Vice President of the Basketball Federation of Ukraine (2001-2007). President of the Basketball Federation of Ukraine (2007-2015). President of the Foundation for the Promotion of the Development of Sports of Olympic Basketball Champion Alexander Volkov (since 2005).

Family. Wife Alla Akhmetova (1960). Daughters Anastasia (1991) and Oleksandra (1998).
