Vitaliy Yurievich Zakharchenko - Minister of Internal Affairs of Ukraine (2011-2014) in the government of Nikolai Azarov, head of the State Tax Service of Ukraine (2010-2011).
Suspected of committing crimes against humanity during the events of Euromaidan. Since February 26, 2014, he has been wanted by the Security Service of Ukraine. He is hiding from justice in Russia. On February 26, 2021, he was added to the sanctions list during a meeting of the National Security Council and stripped of all state awards and titles. In 2023, he was deprived of Ukrainian citizenship.
Place of Birth. Education. Born in Konstantinovka, Donetsk Oblast. In 1986, he graduated from the Riga Special School of the Ministry of Internal Affairs of the USSR, in 1991 from the Riga branch of the Minsk Higher School of the Ministry of Internal Affairs of the USSR. In 1998 - Master's degree from the National Academy of Internal Affairs of Ukraine. In 2010 - Poltava University of Economics and Trade (Interbranch Institute for Qualification and Retraining of Professionals). Career. He began his professional career in July 1981.
From January 1984 to March 2008 - Service in the internal affairs bodies in operational and managerial positions.
From May 2008 to July 2009 - Deputy Chairman of the State Tax Administration in Poltava Oblast.
From July 2009 to June 2010 - First Deputy Chairman - Head of the Tax Militia in Poltava region.
From June to July 2010 - First Deputy Head of the Tax Militia of the State Tax Service of Ukraine.
Since July 2010 - First Deputy Chairman of the State Tax Administration of Ukraine Alexander Papaika.
On December 25, 2010, President Viktor Yanukovych dismissed Papaika and appointed Zakharchenko as head of the State Tax Service of Ukraine (just before that, the position had been transformed from a body into a service as a result of an initiated administrative reform).
On November 7, 2011, Zakharchenko was appointed Minister of Internal Affairs of Ukraine by the order of President Yanukovych (replacing Anatoliy Mogilev).
On February 21, 2014, the Ukrainian Parliament relieved Zakharchenko of his duties as Interior Minister 'due to abuse of power and office, expressed in unlawful orders for the unreasonable use of physical force, special means, and firearms, which resulted in massive violations of constitutional rights and freedoms of man and citizen, dozens of deaths and hundreds of injured citizens.' He was succeeded as Interior Minister by Arsen Avakov.

Escape to Russia. On February 25, 2014, the Parliament appealed to the International Criminal Court to identify and prosecute those responsible for crimes against humanity; Zakharchenko is on the list.

On February 28 2014, the governments of Austria, Switzerland, and Liechtenstein declared the seizure of Zakharchenko's assets to prevent the risk of unlawful appropriation of the financial assets of the Ukrainian state.
On March 5, 2014, the Council of the European Union decided to freeze the assets of the ousted President of Ukraine Viktor Yanukovych, his sons Alexander and Viktor, former Prime Minister Nikolai Azarov and his son Alexey, brothers Andrey and Sergey Kluyev, former Prosecutor General Viktor Pshonka and his son Artem, businessman Sergey Kurchenko - a total of 17 people from among former officials and persons close to former President Yanukovych, who are suspected of misappropriating public funds. The former Interior Minister Vitaliy Zakharchenko is also on this list.
On January 16, 2015, Zakharchenko admitted that he is a citizen of Russia, having received a Russian passport. He stated this while he was in the temporarily occupied city of Sevastopol.
On January 17, 2015, the Russian state company Rostec announced that Zakharchenko would work in the apparatus of one of the deputy general directors of the company.
On March 25, 2015, he was appointed to the expert council of the Duma Committee for Property, where he will deal with issues of protecting the property interests of Russian investors abroad.
On August 15, 2019, the Pechersk District Court in absentia indicted Vitaliy Zakharchenko on suspicion of money laundering in the amount of 10 billion Hryvnias.
In 2023, he was deprived of Ukrainian citizenship.
