Place of Birth. Education. Born in the village of Arbat in the Kushvino District of the Sverdlovsk Region. In 1965, he graduated from the Faculty of Economics of the Leningrad Institute of Agriculture. Doctor of Economic Sciences.
Career. From 1958 to 1960 (before studying), Zubkov worked as a locksmith at the Monchegorsk Repair-Mechanical Plant of the 'Nittis-Kumuzh'e' mine of the Severonickel Combine (Monchegorsk Murmansk Region).
From February 1967 to August 1985 (after military service), he worked in the collective farms of the Leningrad Region in the positions of department head, deputy director, director, and general director of the Pervomaiskoe collective farm association (Prozersk District of the Leningrad Region).
From August 1985 to December 1991 - worked in responsible positions in the Soviet and party bodies of the Leningrad Region: Chairman of the Prozersk City Council, First Secretary of the Prozersk City Committee of the CPSU of the Leningrad Region, Head of the Agriculture and Food Industry Department and the Agricultural Department of the Party Committee, First Deputy Chairman of the Leningrad Regional Committee.
From January 1992 to November 1993, Zubkov was Deputy Head of the Committee of External Relations of the City Government of St. Petersburg (the committee was led by Vladimir Putin, who later became President of the Russian Federation).
From November 1993 to July 1999 - Deputy Head - Chief of the State Tax Inspection in St. Petersburg.
From July 1999 to November 2001 - Deputy Minister of the Russian Federation for Taxes and Duties - Head of the Department of the Ministry of the Russian Federation for Taxes and Duties (St. Petersburg).
From November 2001 to March 2004 - First Deputy Minister of Finance of the German language, who fulfilled the duties of the Chairman of the RF Committee for Financial Monitoring.
In March 2004, he was appointed Head of the Federal Service for Financial Monitoring. On September 14, 2007, President Putin appointed Zubkov as Chairman of the Government of the Russian Federation.
He announced his resignation on May 7, 2008, the day of the inauguration of the new President of the RF, Dmitry Medvedev.
From May 12, 2008, to May 21, 2012, he was the first Deputy Chairman of the Government of the RF Putin.
On June 27, 2008, he was elected Chairman of the Board of PAO Gazprom.

Views and Assessments. Zubkov's appointment as the head of the Russian government surprised most observers. In the unofficial competition for 'Putin's successors', two first deputy prime ministers - Medvedev and Sergei Ivanov - were leading. Zubkov’s name did not appear at all in the discussion of candidates.
After the sensational personnel decision of the President of the RF, opinions from politicians and experts were divided. Some immediately classified the new Prime Minister as 'technical'. Some suspected that Zubkov would be the one to replace Putin as president. Alexey Trubezkov, head of the consulting company Novokom, stated that Zubkov's personality is 'most favorable for the election campaign' compared to other candidates, as he 'speaks a language that people understand' and is 'strict but fair' as a leader. His leadership style was immediately characterized as tough and unpleasant for criticized subordinates.
In any case, Zubkov can be seen as a representative of the 'Petersburg' team, whose captain and main figure became Putin. His almost two-year work in the city office of St. Petersburg under Putin's leadership did not go unnoticed. By the way, the career paths of the first Deputy Prime Minister Medvedev and Gazprom head Alexey Miller also passed through the same office under Putin's leadership.
As fate showed, the young player of the Petersburg team Medvedev became Putin's successor. Putin himself moved from the main Kremlin office chair to Zubkov's chair in the government building. And as predictions by Russian media confirmed, the former President of Russia has no intention of sending the former Prime Minister into retirement.

Family. The politician is married and has a daughter. Zubkov's son-in-law was Anatoly Serdyukov, former Minister of Defense of the RF.
