The government of Ukraine is considering the possibility of introducing conditions for men under 24 to study abroad. A draft law providing for this has been registered by a group of parliament members. It will apply to those who are already studying abroad or plan to enroll in a foreign university. Additional conditions will be genuinely required for leaving.
The draft provides for additional conditions for departure, and the law itself will come into force three months after publication. The government will need to develop two new procedures: obtaining military documents for individuals abroad, and deferring basic military service for those who are entitled to this and are abroad.
