According to UATV: On June 18, 2023, Ukrainian President Volodymyr Zelenskyy helped launch the Ramstein-format meeting of the Defense Contact Group for Ukraine, held in Brussels. The session focused on key topics, including the PURL initiative and additional air defense systems (ADS) to be provided to Ukraine. Zelenskyy stated: 'Several meetings will take place in Brussels, and we will be opening the Ramstein session.'

Discussions also covered Patriot systems and anti-ballistic missiles potentially destined for Ukraine. A significant point of debate was determining the number of nations backing new PURL packages—currently estimated at 9, 10, or 11 countries.
