National Agency for Prevention of Corruption conducted a comprehensive study on corruption in Ukraine in 2024. They found that the overall corruption perception index continues to rise, but the business sector is more optimistic than the population.

An interview was conducted with the population and businesses: over 3,000 interviews in total.

According to the population, corruption ranked second among the five main problems in Ukraine. The biggest problem in Ukraine in 2024 was considered the war, with corruption coming in second. 79.4% of respondents consider it a "very serious" problem, while 15.4% consider it "rather serious".

Following in the ranking were: high cost of living, injustice in the judicial system, and population migration.

At the same Time, the position of the business sector differed significantly from the position of the population. The ranking of social problems in Ukraine was different:

  1. Armed aggression from the Russian Federation - 95.7% considered it a "very serious" problem;
  2. Corruption - 76%;
  3. Population migration - 69.2%;
  4. Injustice in the judicial system - 61%;
  5. High cost of living - 52.6%.

Both the population and the entrepreneurs consider political corruption as the most serious type of corruption: 80% and 76% respectively. Interestingly, only 47% of the population and only 19.1% of businesses consider everyday corruption (bribes in hospitals, etc.) "very serious".

The respondents also named the most corrupt sectors according to the population and businesses. The population named the judicial system as the most corrupt sector, while businesses gave this status to customs.

The overall corruption perception index continues to rise. In response to the question: "In your opinion, how widespread is corruption in Ukraine overall?" on a scale of 1 to 5, the result among the population was 4.52, and among entrepreneurs - 4.39.

The National Agency for Prevention of Corruption notes that respondents observe a significant increase in the level of corruption, but businesses are less pessimistic than the population.
