Ukraine plans to introduce a new tax system for digital platforms that could bring up to 10 billion hryvnias annually to the state budget. This is reported by Forbes.

The draft law concerning companies such as Uklon, Bolt, and Glovo is part of Ukraine's commitments to the International Monetary Fund and a step towards Euro-integration.

In April, the draft law is set to be considered by the parliament. A key feature of the draft will be the establishment of a system for automatic international exchange of information on income earned through digital platforms. This will allow Ukraine to join the global network for exchanging tax information, which already includes over 29 countries.

The head of the Tax Committee of the Verkhovna Rada, Danilo Hetmantsev, evaluates potential budget revenues optimistically. 'These are just preliminary calculations. A similar situation occurred with the so-called Google tax, where 3 billion hryvnias were forecasted, but more than 11 billion hryvnias were received,' he noted.

Currently, two taxation mechanisms are being considered, with the more likely option being one where the platforms themselves become tax agents and automatically withhold taxes from users' incomes. The proposed tax rate will be 5% of income.

The head of public policy at Bolt, Yulia Malich, supports the proposed rate: 'The 5% rate is fair and will ensure stable revenue to the budget without overburdening businesses.'

The digital platform market in Ukraine is significant - Uklon alone unites about 100,000 drivers. The head of the legal department of the company, Olga Biryuk, noted: 'Uklon welcomes the government's initiative to create new rules for regulating the digital platform market.'

Positive attitudes towards the changes are also held by Glovo and Bolt, although companies emphasize the importance of ensuring transparency in the taxation process and the need for a transitional period for adaptation.

Although specific deadlines for the adoption of the draft law have not yet been determined, according to Danilo Hetmantsev, there are no plans to delay its adoption. Currently, the final adjustments to the document are taking place before submission to the Verkhovna Rada.
