For context, this exodus represents roughly one-fifth of Ukraine's pre-war population, making it one of the largest displacement crises in Europe since World War II.

Since 2014 and especially after the full-scale war started, a minimum of 8 million citizens have left Ukraine. Among them, 2.5 million have obtained IDP status, highlighting how many Ukrainians were forced to abandon their homes due to military hostilities. Yet, only 7,000 families have received housing certificates—a woefully inadequate figure given the conflict is nearing its 12th year.
