Updated Travel Regulations for Ukrainian Citizens
According to Novyny.live: Under current martial law, Ukrainian nationals aged 22 and younger are permitted to travel abroad. This policy does not apply to men between 25 and 60, who remain subject to exit restrictions. Individuals who have obtained official deferrals or reservations are also allowed to cross the border.
Introduced after February 24, 2022, the revised rules exempt conscripts under 23 from travel bans. In contrast, men aged 25 to 60 must comply with standard limitations. Notably, a military medical commission (MMC) assessment is not required to secure permission to leave the country.

How the New Regulations Affect Citizens
These changes stem from Cabinet of Ministers Resolution No. 1487, which governs military registration for conscripts and directly impacts border crossing eligibility. While older men seeking to travel have faced increased difficulties, the policy grants younger citizens the freedom to leave—reflecting targeted adjustments to Ukraine's wartime legal framework.
The government's approach aims to balance national defense needs with the mobility of less militarily engaged youth. At the same time, restrictions on older men underscore the state's commitment to mobilizing resources for wartime protection. This strategy may also help preserve a workforce essential for post-conflict recovery and rebuilding.
