Semuelse-Smith has been on the bench twice – in matches against Metz in Ligue 1 and in the Conference League against Brøndby.
Chelsea and Strasbourg announced the transfer on September 2, a day after the transfer window closed.
The deal was finalized on Monday evening, using a transfer agreement that gives clubs an additional two hours to complete transfers.
This summer Chelsea also signed Mamadou Sarr from Strasbourg, before sending him back to the French club.
Additionally, loan agreements were made with goalkeeper Mike Penders and Kendry Páez.
Meanwhile, Ben Chilwell and Mafis Amugor made permanent moves to Strasbourg, with Chilwell also transferring on the last day of the transfer window.
