How Ukrainians Abroad Can Apply for a Draft Deferral Online via the 'Reserve+' App.
Military Mobilization and Deferral from Conscription
According to Novyny.live: Since the start of the full-scale war in February 2022, many Ukrainians have left the country and now live abroad. Those who qualify as emigrants are entitled to apply for a deferral from Ukraine’s ongoing military mobilization. To simplify the process, they can use the online application 'Reserve+', which allows them to submit the necessary documents remotely. However, if the deferral cannot be processed through this app, applicants must personally return to Ukraine and submit their paperwork at a Center for Administrative Services (CNAP).
Since mobilization began on February 24, 2022, a large number of Ukrainians have acquired emigrant status. To protect their rights, citizens residing overseas have the legal option to file a lawsuit against the territorial recruitment center. This right enables emigrants to challenge mobilization-related decisions and defend their interests in court.
Yuriy Ayvazyan notes: 'Unfortunately, if you cannot obtain a deferral through Reserve+, the only remaining option is to submit the deferral documents via CNAP. However, personal appearance is mandatory for that.'
This information highlights the importance of following proper procedures for emigrants seeking a legitimate deferral from conscription.
Available Options for Obtaining a Deferral
Therefore, emigrants planning to secure a deferral from mobilization should be aware of their available options, which include:
- the online application process through 'Reserve+'
- returning to Ukraine for official processing via CNAP
The situation surrounding mobilization and deferrals for emigrants underscores key aspects of legal protection for Ukrainian citizens forced to leave the country due to the war. The growing number of Ukrainians who have received emigrant status reflects the conflict's duration and its impact on the population. Understanding the available methods for obtaining deferrals can help emigrants avoid legal complications and secure their rights during the mobilization process.
