Coordination Hub for Designating Critical Enterprises

According to Espreso.tv: On May 30, Ukraine’s Cabinet of Ministers established a temporary advisory body—the Coordination Center—to address issues surrounding the reservation of employees at strategically important companies. This decision introduces updated criteria for defining which enterprises qualify as critical. A key requirement now ties critical status to a minimum salary level: workers must earn at least three times the minimum wage, currently set at 25,941 hryvnias. For businesses located near the front lines, this threshold is lowered to 2.5 times the minimum wage, or 21,618 hryvnias.

  • Salary requirement for critical enterprises: 25,941 UAH (3 minimum wages)
  • Salary requirement for enterprises in frontline areas: 21,618 UAH (2.5 minimum wages)

It is important to note that employees working multiple jobs will only be counted at one place of employment, which can affect a company’s critical designation. Ministries and regional military administrations must now reapprove their own criteria, though existing critical statuses will not be automatically revoked. Current employee reservations for military-liable workers remain valid until September 1, helping to maintain labor market stability amid ongoing challenges.

This measure aims to support Ukraine’s vital economic sectors during the war, potentially influencing workforce stability.

By setting these new benchmarks, the government hopes to preserve jobs and prevent mass layoffs, particularly in regions most vulnerable to the economic fallout of the conflict.
