Migration of Subscribers - which Operator Ukrainians are Refusing.

Every person has probably, at least once in their life, decided to refuse the services of one mobile operator and switch to another. In June 2025, over 20 thousand Ukrainians transferred their mobile numbers. Most often, citizens became subscribers of lifecell.

According to the data from the National Commission for State Regulation in the Spheres of Electronic Communications, Radio Frequency Spectrum and Postal Services (NCCIR).

Number Portability - What Happened in June

It is noted that all major mobile operators lost subscribers. For example:

• 8,350 subscribers refused the services of Kyivstar.
• 7,611 subscribers refused Vodafone;
• 4,352 subscribers refused lifecell.

The subscriber base of Intertelecom decreased by 112 subscribers, and TriMob by 27 subscribers.

Which Operator Ukrainians Most Often Transitioned To

As per NCCIR data, Ukrainians most often transferred their mobile numbers to lifecell. In June 2025, over 11 thousand new subscribers joined this mobile operator.

What Else is Worth Knowing

It has recently been revealed that mobile communication from Starlink will appear in Ukraine. Kyivstar plans to allow message exchanges via OTT.

The General Director of the company, Oleksandr Komarov, clarified that a two-stage process is anticipated:

• by the end of 2025 - provision of message exchange services (via WhatsApp, Signal, and other systems);
• in the second quarter of 2026 - mobile satellite broadband.
