According to the new requirements, starting from August 14, 2024, each local council is obligated to record, store, and publish videos of their plenary sessions and permanent commission meetings. This innovation is due to the enactment of the law "On Amendments to the Law of Ukraine "On Local Self-Government in Ukraine" to ensure transparency of local self-government".

According to this document, the new rules will take effect three months from the date of publication of the law. The newspaper of the Verkhovna Rada "Voice of Ukraine" published the document on May 14, 2024.

Now all meetings of local councils must be recorded on video and stored for at least five years. The video recording of the meeting must be immediately made public after its completion, but no later than the next day.

After the end of martial law, local councils are required to broadcast their meetings online. The only exception will be cases where information with limited access is being considered.

Recall that on February 22, the Verkhovna Rada adopted amendments to the Law "On Local Self-Government in Ukraine" to ensure transparency of local self-government (bill 6401).

According to the amendments, plenary sessions of the council must be broadcast in real-Time on the Internet, except for issues containing information with limited access, in accordance with the Law "On Access to Public Information".

During council meetings, deputies, local government officials, and other speakers must use the state language.

Earlier, the procedure for participating in court hearings via video conference was simplified. According to the new rules, the decision to appoint a video conference for a court hearing is made not by the entire panel, but only by the presiding judge. 263 deputies voted for the corresponding draft law 11133 by Igor Fris from the "Servant" party.
