Ombudsman Refutes Statement on Overcoming 'Busification' in Ukraine: How to File a Complaint

The Commissioner of the Verkhovna Rada of Ukraine for Human Rights, Dmytro Lubinets, published a refutation of the information about overcoming the phenomenon of 'busification' in Ukraine. He wrote about this on social media on December 4, 2024.

The Ombudsman noted that the representative of his office in Kyiv and Kyiv Oblast is not dealing with this issue, and his words were taken out of context. 'I would like to point out that the Representative for Kyiv and Kyiv Oblast is not dealing with this issue, commenting on a different topic, his words were taken out of context,' emphasized Lubinets.

Lubinets confirmed that regional representatives of the office are actively responding to cases of unlawful actions by the TCC representatives. 'Based on our appeals, disciplinary proceedings and criminal cases have been opened in connection with the so-called 'busification',' he noted.

'There can be no talk of any 'victory' or achievement,' Lubinets stated categorically.

Earlier, the Ombudsman's representative Mykyta Kozyrenko stated about the 'almost complete eradication of the so-called 'busification' in Ukraine. According to him, this term is incorrectly used if mobilization measures are carried out 'in accordance with the legislation' - in the presence of the relevant bodies and with video recording. Kozyrenko also emphasized that the use of weapons against a person is unacceptable.
